Purpose
The purpose of the SAG Market Transformation Savings Working Group (MT Savings Working Group) is:
- To provide a forum to discuss policy issues related to market transformation (MT) savings evaluation and estimation
- To provide an opportunity to review specific MT initiatives and the data/approach proposed to be used to develop savings, including but not limited to:
- Logic Models
- Savings/unit
- Total market unit data collection
- Natural market baseline data and projections
- Service territory accounting
- Market progress indicators
- The duration of any MT savings credit
- To discuss evaluation questions related to MT initiatives; and
- To discuss, and if possible, reach consensus on savings protocols for MT initiatives that may be included in the IL-TRM
The MT Savings Working Group will report-back to the large group SAG following discussions, as needed.
Background
Market transformation programs were administered by the Illinois Department of Commerce and Economic Opportunity from 2008 – 2017. Per the Future Energy Jobs Act, the administration of these programs shifted to the utilities on June 1, 2017. The MT Savings Working Group was created in early 2019. In 2019, the MT Savings Working Group reached agreement on a “Framework for Counting Market Transformation Savings in Illinois”, which was included in IL-TRM Version 8.0. Since the development of the framework, the MT Savings Working Group meets regularly basis to discuss Illinois market transformation initiatives.
Participation
Participation in the MT Savings Working Group is open to all interested SAG participants, unless a topic may present a financial conflict of interest or when consensus resolution is needed, such as finalizing savings protocols for specific market transformation initiatives and finalizing policy issues. Market Transformation Savings Protocol Process Recommendation
In 2022, the Working Group developed the Market Transformation Savings Protocol Process Recommendation which aims to:
- Formalize the MT process to streamline activities to reach consensus on MT Savings Protocols
- Define a set of recommended deliverables and work products that build to final MT Savings Protocols
- Provide recommendations on the recommended order of operations by deliverables and work products
- Define a recommended set of activities and components
- Define the development of a dashboard to provide regular updates to SAG MT Savings Working Group participants
The processes outlined in this document are recommendations, to provide guidance for actors working on MT initiatives in Illinois. The Process Recommendations document is not meant to be a formal checklist, with a requirement to complete each step, but rather a recommendation of process to minimize the time necessary to reach consensus on MT Savings Protocols by developing a foundation of information and agreement on the components of MT Savings Protocols prior to utility implementation of a MT initiative. Process steps may differ by MT initiative.
