2027-2029 Revised Energy Efficiency Plans

Due to the passage of the Clean and Reliable Grid Affordability (CRGA) Act that was effective on June 1, 2026, Ameren Illinois (electric) and ComEd were required to file revised EE Plans for 2027-2029 on June 1, 2026. Nicor Gas, Peoples Gas and North Shore Gas each had the option to file revised EE Plan(s) for 2027-2029. ICC docket numbers for each utility’s revised EE Plan are linked below.

  • Ameren Illinois EE Plan: 26-0445
  • ComEd EE Plan: 25-0213
  • Nicor Gas EE Plan: 26-0458
    • This is a new docket number for a revised 2027-2029 EE Plan.

      • Please note the following statement from Nicor’s filing: The Company notes that Section 8-104(e-20) authorizes the Commission to adopt an incentive mechanism for a utility that “proposes a plan budget … equal to or greater than 5% of the amounts paid by non-opt-out retail customers in connection with natural gas service in the applicable multi-year period,” and achieves certain average incremental savings, average savings life, and funding allocation parameters. 220 ILCS 5/8-104(e-20). Nicor Gas is currently in discussions with stakeholders regarding a possible plan that would meet or exceed each of these criteria. If the parties reach agreement with respect to such a plan, Nicor Gas will amend this Petition and supplement the materials submitted in connection with this Petition to reflect such an agreement. Meanwhile, the Company reserves the right to withdraw the proposed Amended Plan attached as Exhibits A and B and, instead, move forward with the existing, Commission approved EEP, applicable to the period January 1, 2026, through December 31, 2029.

  • 2020 meetings related to COVID-19: On April 14 utilities presented an update to SAG on COVID-19 impacts. On June 11 a small group meeting was held to discuss evaluation impacts due to COVID-19. On August 24 a second small group follow-up meeting was held to discuss an open evaluation question. On November 13 a small group meeting was held to discuss potential evaluation treatment of business closures.
