Small Group Follow-Up Meetings

SAG Facilitation scheduled several small group follow-up teleconference meetings following the November and December 2015 presentations on proposed program ideas in the SAG Portfolio Planning Process, for proposals that required further discussion. Tuesday, December 1

Laminar Aerator Measure Proposal (ELPC) Small Group Call (4:00 – 5:00 pm)

Key Action Items

Discussion Question 1: Which Program Administrator(s) offer this measure? For those offering this measure, what is the uptake?

  • Action Item: Has Nicor Gas installed this measure in other healthcare facilities? Hammad Chaudhry, Nicor Gas, will follow-up.
  • Action Item: Did any hospital already have the measures installed? Hammad Chaudhry, Nicor Gas, will follow-up.

Discussion Question 6: Deemed savings – this measure is not in the IL-TRM, and there is a greater opportunity for savings for healthcare installation.

  • Action Item: Hammad Chaudhry, Nicor Gas, is reviewing the California workpaper.  John Paul Jewell will review the CA algorithm used for this measure to propose an option for IL. John Paul and Hammad will follow-up to discuss the workpaper and next steps for an updated algorithm. Jim Hauser, Franklin Energy, will help with case studies / additional information. Kevin Grabner, Navigant, is also available for review / comment.

Discussion Question 8: Have any NTG studies been done in other states? Since hospitals cannot use regular flow restrictors, is it fair to say they would not have done it anyway so there are no free riders or is that a question for evaluators?

  • Action Item: Celia Johnson will follow-up on the rationale for the 0.7 NTG in CA.
  • Action Item: Kevin Grabner, Navigant, will review the market for this measure – what is the best estimate of NTG? Kevin will also check on whether there are evaluation studies on this measure.

LED Street Lighting Proposal (IL AG) Small Group Call (10:00 – 11:00 am)

Key Action Items

Discussion Question 1: What is the specific proposal?

  • Action Item: Ameren IL is meeting internally with regulatory staff on the EE Plan / tariff process next week. Keith Goerss, Ameren IL, will follow-up.

Discussion Question 2: Which municipalities own their street lights?

  • Action Item: Ameren IL and ComEd are reviewing coordination opportunities and will follow-up with the Department.
  • Action Item: Who holds the information on street lighting ownership, including municipalities? Jim Fay, ComEd, will follow-up.

Discussion Question 3: What is the lifetime of LED street lights?

  • Action Item: The Department will check on lifetime based on their analysis (Molly Lunn, the Department).Response: Looking at a CREE model that is DLC certified and has 10 year warranty, lamp life at 100,000 hours (over 22 years) might result in a reduction of light from 100% to 76%-79% of the original amount.  Thus the lamps will likely operate after 20 years, but light output will likely be slightly reduced. 

Discussion Question 4: Which utilities / Department currently offer LED street lighting?

  • Action Item: Keith Goerss, Ameren IL, will look into whether LED street lighting customers could fall under the Section 16-111.5B definition.
  • Action Item: ComEd would like to give an update on LED Street Lighting to SAG. Celia Johnson, SAG Facilitation, will add this to the future SAG topics list.
  • Action Item: Does the Department PY7 example include the public sector? Deirdre Coughlin, Department, will follow-up. Response: The PY7 street lighting projects reported during the meeting included standard and custom as well as aggregation projects, which are all public sector.

Data/Building Analytics Proposal (FirstFuel) Small Group Call (1:00 – 2:00 pm)

Key Action Items

Discussion Question 2: How could this technology be used for various EE programs? Could this be a good approach for a pilot program?

  • Action Item: FirstFuel will follow-up with the Department on RCx and data analytics opportunities.

Discussion Question 3: What is the cost difference between a “remote” audit and an in-person audit?

  • Action Item: Celia Johnson, SAG Facilitation, to follow-up with Paige Knutsen, Franklin Energy, on the Peoples Gas – North Shore Gas assessment / audit process for commercial customers.

Discussion Question 5: What is the conversion rate from audits to projects?

  • Action Item: What is the conversion rate for IL Program Administrators in traditional audits / assessment programs for commercial customers? Celia Johnson, SAG Facilitation, to follow-up with IL Program Administrators.

Discussion Question 6: Savings – how can IL evaluators recognize savings from operations / controls?

  • Action Item: How is O&M savings counted in other jurisdictions? Celia Johnson, SAG Facilitation, to follow-up with Navigant. Celia to double-check with the Department (Molly Lunn) and Paige Knutsen, Franklin Energy, on whether they are tracking operational savings.
  • Action Item: Tyler Leeds, FirstFuel, to provide information on example programs focusing on operational savings (PG&E is piloting a whole building savings program).

Upstream Proposal and Grundfos Pump Measure Proposal Small Group Call (10:00 am – Noon)

Upstream Proposal (Chris Neme, Energy Futures Group, on behalf of NRDC)

Key Action Items (see responses in Bold/Italics)

  1. SAG Facilitation will work with Chris Neme to set up a second follow-up call with the Program Manager from Connecticut and/or Jim Hannah from Energy Solutions, to walk the group through their upstream set-up process, in January. Scheduled on Thursday, Jan. 21 from 2:00 – 4:00 pm.
  2. Ted Weaver, First Tracks Consulting, on behalf of Nicor Gas, will draft a list of upstream questions to be answered during the second follow-up call.
  3. Consortium on EE has done work on this; SAG Facilitation to follow-up with Hammad Chaudhry, Nicor Gas.
  4. Chris Neme to check on zip code use in other jurisdictions.

Grundfos Pump Proposal (Jessica Morrison and Stephen Putnam, Grundfos)

Key Action Items (see responses in Bold/Italics)

  1. Before the program went live, Grundfos had 3-5% smart pump market share in Vermont. Once the program began, what was the growth? Grundfos will follow-up (80% range). THE QUALIFYING (SMART PUMP) MARKET SHARE IS BETWEEN 70% – 80%.  EXACT FIGURES ARE DIFFICULT TO GET AS THERE FOUR DIFFERENT MANUFACTURERS THAT HAVE QUALIFYING PRODUCT (GRUNDFOS HAS BY FAR THE MOST QUALIFYING PRODUCT) BUT WE ONLY HAVE ACCESS TO THE QUANTITY OF GRUNDFOS PRODUCT SOLD INTO THE MARKET.
  2. The new state energy code in IL includes hot water circulation systems (goes into effect on Jan. 1). Grundfos will follow-up on the code changes. Code change text sent to small group call participants.
  3. To determine cost-effectiveness, demand impacts, measure cost, and customer cost would be useful. Grundfos to follow-up.
  4. What savings algorithms are applicable to other building types (Nicor Gas question)? Grundfos to follow-up. GRUNDFOS IS WORKING WITH NICOR GAS’ EMERGING TECHNOLOGY GROUP AND THEY WILL BE PERFORMING TESTING TO FIND GAS SAVINGS IN HYDRONIC (HVAC) AND HOT WATER RECIRCULATION APPLICATIONS.  GRUNDFOS WILL BE SUPPLYING PRODUCT FOR TESTING BUT REPORTING WILL BE SUPPLIED BY NICOR GAS.  WE ARE WORKING TO FIND ANY TESTING INFORMATION THAT WE MAY HAVE, IF WE FIND IMPORTANT INFORMATION GRUNDFOS WILL SHARE WITH IL SAG.
